Booting problem on HP dc7900 USFF

Hello all, I am posting for help here since I can't find an answer to this problem anywhere else so I would greatly appreciate anyone's help or advice on this please?

 

I got one of these units from an office when it was upgrading, they only removed the HDD. When I got it, I installed a new HDD and win7 but would get "NTDLR is missing" and I would need to restart and chose the boot option by pressing F9 then select the HDD to go to windows. Whenever I go to the boot options it is always on cd-rom, same deal whenever I go into the BIOS to slect the HDD from there, it doesn't "stick", whenever I restart and go back into the BIOS boot order, it is always showing the USB as first boot.

 

I tried purchasing another identical unit and same exact problem. I replaced the CMOS battery with new ones, no change. I tried installing win 7 from different disks and also tried Vista, still no change. I Flashed the BIOS and did bootrec.exe/Fixboot and /FixMbr and even though both of those methods showed "operation successful", it did so immediately so I am thinking either there was nothing wrong with the BIOS or boot files or it did not work. Anyway,  I find it hard to beleive that BOTH mobo's are bad on both machines which came from totally different sources? All other functions of these 2 machines work problem free, only the boot situation is an issue, anyone got any ideas please?
