EliteDest 800 G1, 100% Disk Usage issue

My 2 week old mini desktop HP EliteDesk 800 G1 Mini PC (product #J4U87EA) has an issue of sporadic, frequent, and rather annoying '100% disk usage' in Task Manager that freezes all the processes in the system as it does my work, too (I'm an accountant).

The PC came with Free DOS 2.0 preloaded. I did a clean install of Windows 8.1 (64 bit), build 9600, installed all recommended updates from Microsoft, updated BIOS (to the current L04 v.02.10) through the HP Support page. The issue didn't go away. I then turned off some services (synching with MS Store, One Drive, etc.) - no changes. The strange thing is that at the moment the Task Manager registers the '100% disk usage' point neither the CPU nor Memory usage seem to be overloaded.

I have a suspicion that this issue may have something to do with my BIOS settings, specifically with the 'Storage Option' - SATA Emulation. The Maintenance & Service Guide for this product says that AHCI is a default option. My BIOS is set at IDE (apparently by Winddows). I tried to change the settings to AHCI but got an error message from Windows during reboot, and the change didn't take effect. I switched back to IDE setting after that. (Perhaps, I should have used the Reset to Defaults option?)

Another suspicion is that this issue may be linked to the 'Option ROM Launch' settings. Current settings (PXE, Storage ROM, Video ROM) are at 'legacy'. I'm not sure if it is safe to changedd them to UEFI.

Does anyone have an opinion on this?
